Bicameral Structure
A legislative structure consisting of two chambers, designed to prevent an overly powerful legislature.
House of Representatives
The chamber of Congress expected to reflect the popular will of average citizens.
Senate
The chamber of Congress intended to provide stability, continuity, and in-depth deliberation.
Expressed Powers
Specific powers explicitly granted to Congress, such as levying taxes and declaring war.
Elastic Clause
A clause that allows Congress to pass laws necessary for executing its expressed powers, leading to implied powers.
Implied Powers
Powers not explicitly stated in the Constitution but are inferred from the elastic clause.
Majority Vote
The minimum number of votes required for approval, such as in the House approving presidential appointments.
Two-thirds Vote
The required vote in the Senate for ratification of treaties or to convict in impeachment cases.
Ex Post Facto Laws
Laws that punish individuals for actions that were not illegal at the time they were committed.
Bills of Attainder
Legislative acts that punish individuals without a trial.
