Parliamentary Procedure was created by
Robert's Rules of Order
Basic 3 rules of Parliamentary Procedure
(1) Right of Majority to Rule, (2) Right of Minority to be Heard, (3) Right of the individual to be heard and represented
Agenda
a fixed order of business that meetings with parliamentary procedure follow
Call to Order
formal declaration by the chairperson of the meeting that it has officially begun-1st step of agenda
Roll by Secretary
done to keep an official count of the numbers present; if the quorum is not met, business at the meeting cannot be conducted- 2nd Step in Agenda
Quorum
The minimum number of members who must be present for business to be conducted
Minutes of the Previous Meeting
minutes of the previous meeting are read aloud by the secretary and are confirmed by the general members; this reminds the members of what was done at the last meeting and what is still pending- 3rd Step of Agenda
Treasurer's Report
The treasurer informs general members of disbursements and receipts since the last meeting; if there are no questions about the report, the report is filed for an audit-4th step of Agenda
Report of Officers
Officers give a report or an update of what they have been doing, any correspondence that has been received is usually read-5th step of Agenda
Standing Committee Reports
A committee that remains every year gives a report-6th step of Agenda
Special Committee Reports
A committee that was established or a specific purpose in the short term give their reports- 7th step of Agenda
Unfinished Business
An issues that were brought before the members at a previous meeting that could not be resolved are presented one at a time and are resolved-8th step of Agenda
New Business
new actions or business that must be considered by the members are brought up by the chairperson or general members as a motion-9th step of Agenda
Program/ Announcememnts
This is an optional part of Agenda where announcements are made and mini workshops/ special programs are presented for entertainment
Adjournment
occurs after all the business in completed or after no more time is available for the meeting to be conducted; the chairperson or any member can make a motion to adjourn the meeting-1oth step of Agenda
Motion
allows an order of business to be introduced in an official manner- members vote on the motion to decide whether the motions passes or fails
Main Motion
introduces a topic for the membership to consider and cannot be made when any other motion is on th efloor
Subsidiary Motion
the purpose of this motion is to change or dispose of the main motion or how the main motion is being handled; this motion needs to be seconded and voted on before it can pass
Privileged Motion
the purpose of this motion is to bring up items that are urgent or important matters unrelated to the pending main motion- ex. asking for a recess
Incidental Motion
allows a member to question the procedure concerning other motions-must be done before voting on the main motion
Voice Vote
the chairperson asks the people in support to "aye" or "yes" and those opposed to say "nay" or "no"- this provides an approximate count of votes
Roll Call Vote
each member says "yes" or "no" as their name is called on the Roll Call- this provides an exact count of votes
General Consent
the chairperson asks "If there are no objections....the motion will pass"-this is used when a motion is not likely to be opposed
Division Vote
members stand or raise hands in support or against a motion-provides an accurate count of votes
Ballot Vote
A secret method of voting when the voter expresses a choice, usually on a piece of paper- used for sensitive motions like electing officers
Refer to committee
asks the motion to be referred back to a committee to provide time for the smaller group to study the motion and report back to the general members; this had to be seconded, allows for discussion and debate, can be amended, requires a majority vote to pass
Postpone Definitely
This postpones a motion to a specific late date to give members time to think about and study the motion before the vote; this motion must be seconded, allows for discussion and debate, can be amended, and requires a majority vote to pass
Postpone Indefinitely
This postpone the motion to a later date that is not set-the motion must be brought up at a later meeting as a new motion in order for it to be voted upon; must be seconded, allows for discussion and debate, cannot be amended, and requires a majority vote to pass
Call For Previous Question
asks for an immediate vote on the motion, if the motion is unqualified the call for previous question only applies to the question immediately pending, if the motion is qualified the call for previous question applies to everything being discussed; this motion must have a second, allows fro discussion or debate, cannot be amended, and requires a 2/3 vote to pass
Lay on the Table
asks for a motion to be set aside or tabled, gives members more time to think about a motion and allows the members to move to more urgent business; requires a second, does not allow for debate, cannot be amended, and needs a majority vote to pass
Take from the Table
allows a motion that was previously tabled to be brought back, the tabled motion can only be taken from the table if it was tabled in the current meeting or previous meeting; must have a second, cannot be discussed, debated, or amended, needs a majority vote to pass
Raise a Question of Privilege
A privileged motion used to complain/fix a problem having to do with heat, noise, lighting, etc. Can interrupt, no second needed, not debateable or amenable, no vote is taken, the chair decides on the matter
Take a Recess
asks for a break during a meeting or dismisses the meeting for a specific period of time; requires a second, does not allow for discussion, can be amended, and requires a majority vote to pass
Division of the Assembly
asks for a more accurate verification of a vote that was taken by voice or show of hands, this automatically requires a standing vote or ballot vote; does not need a second, doesn't allow for a vote, discussion, or amendments; the chairperson must immediately ask for a standing or ballot vote when this motion is asked for
Point of Order
used to call attention to a mistake in following the parliamentary procedure; this motion does not need a second, doesn't allow for discussion, cannot be amended, and is decided by the chairperson after consulting the parliamentarian
Adjourn
Ends or dismisses the meeting, can be made by any member once business is complete; requires a second, does not allow for discussion, cannot be amended, requires a majority vote to pass
