the seeds with 4,000,000 radiation because the more radiation the more its likely for mutations to occur in the DNA, this was seen

How does strong radiation cause abnormalities in plants?

strong radiation causes damage to the DNA which may lead to changes in DNA sequence of the plant, these are called mutations 

Why are control groups needed in this experiment? 

control groups give you a baseline to compare your results to and see if the radiation actually caused differences in germination
