Kant believed
Republican governments (what we call democracies) would be less likely to go to war with each other.
Idea of Perpetual Peace included (1)
Governments must be representatives (citizens decide, and they suffer the cost of war, so they avoid it)
Idea of Perpetual Peace included (2)
Countries should form federations of free states that resolve disputes peacefully.
Idea of Perpetual Peace included (3)
Economic interdependence (especially commerce) reduces incentives for war.
