state
a politically organized territory with a set population, defined boundaries and sovereignty.

a state where most of the population shares ONE culture/identity

a group of people without a state EX: Kurdish people
sovereignty
the ability of a state without outside interference.

the right of the people to decide their own political status
boundary
an invisible line that marks the start/end of a state's land; separates states and political units

states have more power than the central gov't

a system where people control the gov't
autocracy
a system where ONE person has the power
oligarchy
a small group of people holds power

reassigning seats based on the population
