October Manifesto
A document signed by Nicholas II that promised civil liberties and established a legislative Duma in Russia.
Duma
The Russian word for a national elected parliament or assembly.
Consultative Duma
A parliamentary body that can only advise the Tsar without the power to make or pass laws.
Legislative Duma
A parliamentary body that has the power to create, vote on, and pass laws.
Franchise
The right to vote.
Civil Liberties
Basic rights such as freedom of speech, assembly, and association.
Octobrists
A moderate-conservative Liberal party that fully supported the October Manifesto.
Kadets (Constitutional Democrats)
The main Liberal party which accepted the October Manifesto but sought further reforms.
Black Hundreds
A far-right, ultra-nationalist group that supported the Tsar and carried out violent attacks.
Pogrom
A violent, organized mob attack on a minority group, specifically Jews.
