Solid red light means
the vehicle must come to a full stop before the intersection and before entering the crosswalk.
Right turn at red red light means
unless a sign prohibits the turn, drivers must come to a complete stop before entering the intersection and crosswalk and yeild to onoming traffic and proceed once safe to do so.
Solid yellow light means
Warns the driver that the light will change to red immeditantly and to either stop before the crosswalk/intersection or to proceed if stopping cannot be done safely.
Solid green light means
the vehicle is permitted to travel through the intersection without stopping unless yeilding to oncoming traffic or to pedestriens when turning left.
What is a good tip to use when the light is about to change to yellow from green?
Look at the crosswalk symbols; if the pedestrian symbol is shown the light is still green, if the hand is the symbol then the light will change.
Green arrow with green light means
proceed if you are going straight and if following the direction of the arrow, don't stop.
Green arrow with red light means
proceed in the direction of the arrow only if necssary otherwise remain put until green solid light is shown.
Flashing red light means
stop before entering the intersection or crosswalk and proceed to do so. If all the lights are flashing red, the intersection then becomes a 4 way stop.
Flashing yellow light means
proceed with caution after yeilding to pedestreins and other vehicles in the intersection.
Flashing green light means
Permitted to travel through the intersection going straight, left or right without stopping/yielding unless for pedestrians or other vehicle lawfully.
Lane reversal signals: Solid Red X
Driver does not enter or remain in this lane due to oncoming traffic and must change into a lane with a green arrow.
Lane reversal signals: Green Arrow pointing downwards

Come to a complete stop and do not proceed until safe to do so.
