1.06.18: Bomb Threats
Get as much information about the bomb as soon as possible such as when is the bomb going off, where is the bomb, what kind of bomb, why, where you calling from and who are you
Turn off radios within a 500 ft radius of the bomb
Follow chain of command for reporting off the bomb
Possible evacuation and search; depending on severity
Search all areas possible in this order: outside the building, public access to the area, limited access areas, and then utility areas with high vulnerability
If there is a time limit, no search will be conducted within the last 15 minute
If possible bomb located, call Walnut Creek bomb squad; if military ordinance, call Travis AFB
Listen to exact words of the caller, background noise, age, sex, accent, any group affiliation, and any action taken
1.06.22: Emergency Activation of Personnel
If activated; on duty will report to their respective station house, off duty to their respective station house based on which Team
Team 1: day shift 0700-1900
Team 2: night shift 1900-0700
Notification will be sent via text or tune into certain radio stations
Injured or ill, under the influence of alcohol, under the influence of medication, or impaired for duty will not report for duty
Report to normal duty station; FOB; nearest station
If can not cross bridge then; Benicia Marina; Suisun Old Town waterfront; Rio Vista Point Waterfront; nearest police station
Class B uniform
1.06.23: Major Disaster Response
Earthquake: duck and cover like any earthquake drill; use desk/table and avoid windows // if outside try to find any open space and avoid trees, walls, and power lines // after earthquake, asses for injury’s, damage and evacuate if necessary
Fires: call 911 or local fire department; report location of the fire, size of the fire, anyone trapped or injured, give name and phone number; evacuate as necessary
Bomb threat: *same as 1.06.18*
1.06.46: Hostage and Barricade Situations
Objectives: protect the lives of hostages, protect the lives of innocent bystanders, protect police lives, obtain hostage release, arrest suspect
Basic tactics: Contain and do nothing, contain and negotiate, contain and use selective fire power, contain and use chemical agents, release suspect
Negotiation process starts unless the suspect kills or seriously injures any person then assaultive measures are implemented
SWAT callout gets requested
Confirm if hostage situation is true with 2 patrol deputies; if true, create perimeters immediately and call for ALL units // give as much information as possible
Stay out of sniper range, evacuate people if necessary or able, respond without lights and sirens, set up a command post
Finish the detail; surrender of the suspect, assault on the suspect, release of hostages
Deactivate the command post and conclude the event
