This graph shows the household carbon footprint by income level and where that footprint comes from. The further you go down on the graph, the higher the income and carbon footprint become. This graph shows that the more money a household produces, the bigger its carbon footprint is.

These groups are all pitted against each other, creating an environment unable to compromise on policy that benefits shared interests. This creates what many consider a dysfunctional government that stays in a vicious cycle of one side introducing policy and the other getting rid of it when they come into power.

TAXES
In order to achieve a better future for all of us, governments need to establish a system where corporations and businesses will be penalized for polluting the environment. One may suggest that a tax be implemented on those who pollute the environment, but the owners of such companies would most likely make more pollution in the environment with a tax than by following environmental laws. We suggest that, along with a tax on excessive pollution, those with a history of not abiding by environmental laws should not be allowed to own or have a corporate position in any company where they could make decisions about means of production.
WEALTH CAPS
It is also important to note that ultra-wealthy individuals who spend their money on yachts, supercars, and private jets pose a threat to the environment as well. To address this issue, we propose a wealth cap to prevent “pollutocrats” from destroying the environment.
Solution 2 (propose a new clause)
We acknowledge that governments can and will be dysfunctional, so as an alternative solution, we suggest introducing an independent organization to handle policy and regulations pertaining to climate and the environment.

Many companies may be opposed to an organization like this because their policies would harm their quick and cheap means of production, making production costs skyrocket along with retail prices.
