in Suits, a common law, where the value in controversy shall exceed $20, the right of trial by a jury shall be preserved, and no fact tried by a jury shall be otherwise re-examined in any court of the United States, then according to the rules of the common law

basically, it protects the right for citizens to have a jury trial in federal courts with civil cases where the claim exceeds $20
