Local

A qualifier that involves only a small area or part of the body. For example, lidocaine.

General

a qualifier that means involving the whole body. Laughing gas is a example.

Systemic

qualifier that also means pertaining to all body systems. Oral medicines generally have systemic effects whereas transdermal (skin) and otic (ear) medications may produce only local results.
