C1 S1 What 4 things are needed to make a state? Explain each one.

Sovereignty, Population, Territory, Government.

We the People of the United States, in order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common Defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

C2 S3 The Articles of Confederation were weak. What could the Central government actually do? Would we have succeeded as a nation under the Articles of Confederation?

Did not give enough power to the government, states had too much control. They could declare war, send representatives, and borrow money. Would not have succeeded, confederations never work.

Changed through Article 5, amendments may be proposed by congress by 2/3 vote in both houses or by a constitutional convention called by Congress when requested by 2/3 (34) of the State Legislatures. Over 10,000 proposed, 27 total passed.

C4 Article I, Section 9 and 10 Protection of legal rights. The Constitution states many rules under their powers. List and describe powers that are prohibited and powers that are necessary and proper.

Articles List the age, term length, \# of terms, and citizenship requirements for the Senate, House, President, V.P., and Supreme Court.
