If he did not give away money, then he couldn’t justify putting a “revenue” tariff to make “revenue”. However this “revenue” tariff was actually supposed to act as a protective tariff since it was so high.

They propose an amendment to them which says that if the tariff exceeded 20%, then the squatters rights would go away. Essentially would limit the tariff to 20% (not good enough for Clay)
