Northwest Ordinance

It was a land agreement that created the Northwest Territory, letting the United States to expand into the Great Lakes area and it told the territories how to become a state.

Northwest Territory

land that included all the land of the United States west of Pennsylvania and northwest of the Ohio River. It covered all of the modern states of Ohio, Indiana, Illinois, Michigan, and Wisconsin, as well as the northeastern part of Minnesota.

The U.S. Congress would select a group of leaders to govern people in the territory.

When the population of the district reached 60,000 people, it could be admitted as a state.

2nd step from territory to statehood

With a minimum of 5,000 white males in the territory, the people could elect men for a legislature( like a congress) for the territory.
