Scheduled Event
An event that needs dedicated fire and/or EMS resources plus its own incident command and control structure.
Stand-by Coverage
The practice of positioning dedicated emergency units exclusively for a scheduled event’s immediate needs.
Dedicated Command and Control Function
A separate incident-command structure established solely to manage a scheduled event and its resources.
Emergency Services Command (ESC)
The Fire/EMS division that reviews requests, confirms resource availability, and approves events needing three or more dedicated units.
Duty Chief
On-duty chief officer who approves small-event requests, assigns event oversight, and posts events to the Master Calendar.
Event Incident Commander (Event IC)
Officer with operational authority over all units listed in the event’s IAP; communicates with the Duty Chief and PSC.
Incident Action Plan (IAP)
Written plan (ICS-202, 203, 204, 205) detailing objectives, organization, assignments, and communications for the event.
ICS-201 Incident Briefing Form
Initial form outlining event scope and resource needs; submitted to ESC when requesting ≥3 dedicated units.
ICS-202 Incident Objectives
IAP form stating event objectives, geographic boundaries, and operational period.
ICS-203 Organization Assignment List
IAP form that defines the event’s command structure and supervisory roles.
ICS-204 Assignment List
IAP form that lists unit assignments by Division or Group for the event.
ICS-205 Communications Plan
IAP form specifying radio channels, talk groups, and other communication details for the event.
Public Safety Communications (PSC)
County dispatch center that assigns incident numbers, talk groups, and routes 911 calls to the Event IC.
Master Calendar
Department schedule where approved events, times, locations, and contacts are posted by the Duty Chief.
Operational Period
The specific timeframe during which event units report, operate, and remain under Event IC control.
“EVENT” Incident Number
Unique identifier PSC assigns so all calls inside the special-event area can be logged in RMS/ePCR under one incident.
Event Talk Group
Dedicated radio channel that all event units must monitor and use during operations.
Relative Risk
Assessment of an event’s hazards and complexity that ESC reviews when deciding if resources can be committed.
