is a communication that lends itself to a useful tool for people in a free society to express their thoughts and ideas and to obtain what they need or want.

a detailed account of an event, situation, etc. usually based on observation or inquiry .
Reporting
is knowingly passing along information to someone else.
Fact
is anything which either through careful observation or investigation, has been proven to exist as to have happened.
Interviewing
this is the first step in the process. the backbone of your preliminary investigation.
Note Taking
are the basis for your report. assist you memory with specific details, such as names, date of birth, serial numbers, addresses and phone numbers.
Organizing and Planning
if your report is properly organized and planned, it will be clear, easy to read, understandable and concise.
Writing the Narrative
The task is not only to express your ideas, but to make an impression upon the mind of the reader as well. In other words, you must write for the benefit of the reader. Place yourself in his position and try to visualize his problem, his knowledge of the subject and his dependence upon the report.

Accuracy
A report writer must be careful when recording information, writing statements, or doing calculations. Every statement should be checked before finishing the report. Mistakes or unclear statements can confuse readers and make the report unreliable. The writer’s main goal should always be to make the report easy to understand.
Brevity
A short and clear report helps the reader understand the main ideas quickly. It also makes the report more accurate and lets the reader grasp your points easily.
Clarity
refers to the clearness of thought, style, or expression of the writer. An effective writer must use correct English, and must directly to the written communication to save readers from reading unnecessary words.
Completeness
means including everything needed in a report. A report should cover all parts of the crime, provide supporting facts, and use important documents like statements, letters, agency findings, and lab reports. It should also answer the basic questions: Who, What, When, Where, Why, and How.
Fairness
in writing is having or exhibiting a disposition that is free of favoritism, bias, impartiality, self-interest, or preference in judgment. A fair writer should always base his report on facts, and if there are theories, these should be verified first and be consistent with facts.
Specificity
is the quality of writing pertaining to being explicitly definite and specific rather than general. A good writer must be precise and specific in writing his or her report, and should avoid ideas that could mislead the readers.
