The party is much less concerned with their activities. Instead of monitoring the Proles, the party placates them with drugs, the lottery and things of that sort.

Why has Winston created a soft spot for Julia?

He's falling in love with her. Initially he was very suspicious of her and wanted to harm her because she thought she was part of the thought police. Then their relationship was largely based on the rebellious aspect of sticking it to the party. But as time passed and he got to know her he began to fall in love with her and truly desire and "old style" romantic relationship "like an old married couple"
