His phrase points to a key theme of violence in the play. Between the two families he was usually somewhat open minded and had a more positive view on things than most. Him cursing both families and their rivalry shows how violence can turn open minded to close minded, good to bad.

What does Romeo mean in saying he is “fortune’s fool”

A fool is also referred to as a jester, overall they are both somebody who entertains others through their silly or dull-witted ways, intentionally or unintentionally. Romeo saying he is fortune’s fool shows how he is entertaining fortune and what is to come with his mindless acts, basically saying he has bad luck. This saying provides foreshadowing for the unlucky future that will come with the love between Romeo and Juliet.
