Rules of procedure for NMUN

Point of Order

Correct and error in procedure, refers to a specific rule

Appeal of the Chair

Challenge an initial decision of the chair on a point of order

Suspension of the Meeting

Recess meeting for a defined period, used to go into an informal debate or break

Adjournment of the Meeting

End the meeting, only used on the final day

Adjournment of Debate

End debate without a substantive vote, requires a recorded vote

Closure of Debate

vote on all draft resolutions immediately, ends all discussion

Division of the Proposal (general)

Voting only, consider the clauses separately from the rest of the draft resolution to create an annex

Division of the Proposal (Part 1)

procedural vote on if a motion should be considered, pass - clauses removed and voted on separately, fail - no change to clauses

Division of the Proposal (Part 2)

substantive vote to accept or reject clauses, pass - annex passes, fail - clauses are discarded and no longer part of any draft resolution

Request Recorded Vote

Voting only, document the votes of committee members, default is to adopt by consensus, granted upon request with no deliberation, roll call is replaced by electronic voting, other motions can still be considered

Reconsideration

Reopen debate on an issue, must be made by someone who voted in favor of Adjournment,

Set the Speaker’s Time

Set or change the amount of time allotted for each speaker

Close the Speaker’s List

Stop speakers from being added to the list, once the closed list is done the committee goes into voting procedure

Reopen the Speaker’s List

Open a closed list, allows more speakers to be added

Adoption of the Agenda

Approval of agenda order, sets the order in which topics will be discussed
