Who maintains the list of CITES and implementing The Endangered Species Act?
The U. S. Fish and Wildlife Service (Department of the Interior) and the National Marine Fisheries Service (aka NOAA Fisheries, Dept of Commerce)
What does The Lacey Act protect?
Enacted in 1900, it became the first federal law protecting wildlife
regulates the import, export, sell, acquisition or purchase of fish, wildlife or plants of any species protected by international or domestic law and prevents the spread of invasive, or non-native, species
The U.S. Fish and Wildlife Service is responsible for enforcement
CITES I
I - Threatened by extinction
Trade is permitted only under exceptional circumstances (ie: Scientific research and not for commercial purposes)
CITES II
II - Not necessarily threatened by extinction
Trade must be controlled in order to avoid utilization incompatible with survival ("look alike species")
CITES III
III - Species that are protected in at least one country that has requested help from other CITES parties in controlling trade
What is needed to add a species to the list of CITES I and II?
Species can be added to I or II by a convened conference of the parties. Species can be added or removed to III by any party unilaterally, but a convened meeting is preferred
