Persuing policies to preserve independence. Ally against powerful states and counter with joining a weaker state if you are powerful. Not for preserving peace but for preserving sovereign and independence.

*demonstrated by Louis IXV where he was trying to take Spain but the Dutch William of orange, England, Sweden and other Western European states joined. Louis wanted universal monarchy

Dismisses parliment, raises taxes, Cromwell gives lead to his son who people don’t respect.
