Neutrality Act of 1937

Ended the two previous neutrality acts (1935+1936). Any merchant can sell to any country, at war or not, as long as that country pays in cash and can transport the goods in a non-American vessel.

This is the first time that the U.S. instituted a peacetime military draft. 90,000 men were drafted and were enlisted in one year of training and service. They could only serve in the Western Hemisphere or U.S. territories.
