Sec 4 Article XVI 1987 Constitution

Provides that the AFP shall be composed of a Citizen Armed Force which shall undergo military training and keep a regular force necessary for state security.

National Defense Act of 1935

Commonwealth Act No. 1, signed Dec 21, 1935 by Pres. Manuel L. Quezon; provides for mobilization of citizens/resources during national emergencies.

Republic Act 7077

Citizen Armed Forces of the Philippines Reservist Act (enacted June 27, 1991); governs organization, training, administration, maintenance, and utilization of the AFP Reserve Force.

NSTP LAW

\NSTP Act of 2001 (signed Jan 23, 2002); establishes NSTP for tertiary students, making ROTC optional and amending RA 7077 and PD 1706.

Presidential Decree 1706

National Service Law (signed Aug 8, 1980 by Pres. Ferdinand E. Marcos); made national service mandatory for all citizens and amended CA No. 1.

Executive Order No. 207

Issued June 15, 1939 by Pres. Manuel L. Quezon; made ROTC compulsory in all Philippine colleges and universities with 100+ students.

National Service Training Program; tertiary level program aimed at enhancing civic consciousness and defense preparedness.

3 Components of NSTP

Civic Welfare Training Service

Literacy Training Service

CWTS

Program contributory to general welfare and community betterment (health, education, environment, safety, entrepreneurship, morals).

LTS

Trains students to teach literacy and numeracy skills to children, out-of-school youth, and needy sectors.

Reserve Officer Training Corps

ROTC; institutionalized under Secs 38 & 39 of RA 7077 to provide military training to tertiary students to motivate, train, organize, and mobilize them for national defense.

WHEN; ROTC started via E.O. 207 as a compulsory course in colleges/universities.

1944, 1950

Discontinued in ___ during WWII; revived in ______ via PA General Orders.

ROTC then has been part of the curriculum for tertiary students but optional for women

1991

RA 7077 affirmed mandatory military training for male baccalaureate students (2 years / 4 semesters / 6 total units).

2001, 2002

RA 9163 made ROTC optional (3 components) (reduced to 1 year / 2 semesters / 6 units) and included both male and female students.

Objectives of ROTC

1. Instill patriotism, leadership, moral virtues, self-awareness, and constitutional adherence.

2. 2. Teach rudiments of military service for disaster response, land navigation, and first aid/BLS.

Benefits of ROTC Graduates

Enlistment in the reserve force, priority for regular force enlistment, and government-funded training/schooling opportunities.

AFP Mission

To defend the Republic of the Philippines, safeguard its national territory, and assist the government in socio-economic programs.

Philippine Army Mission

To conduct prompt and sustained ground operations.

Philippine Air Force Mission

To conduct prompt and sustained air operations to accomplish the AFP mission.

Philippine Navy Mission

To conduct prompt and sustained naval and maritime operations.

Air Force Reserve Command (AFRC) Mission

To organize, train, equip, develop, and administer PAF reserve force as the base for expansion in war, invasion, rebellion, or disaster, and assist socio-economic development.

3rd Air Reserve Center (3rd ARCen) Mission

To develop, train, and utilize the PAF Citizen Armed Force within CALABARZON, Bicol Region, and MIMAROPA.

Department of Air Science and Tactics (DAST) Mission

To train and develop high school and college students in the rudiments of military service and produce capable PAF reservists.

Advanced ROTC Course

Prescribed course of instruction of two (2) years after completing the basic course.

Military Training Instructors (MTI)

AFP officers and enlisted personnel (regular or reserve) or qualified persons detailed to an institution's ROTC department.

Cadet / Cadette

Male / Female student duly enrolled in any ROTC course of instruction.

Cadet Officer / Cadette Officer

Male / Female student who completed Cadet Officer Qualification Course (COQC) and appointed as cadet commissioned officer by major service/reserve command.

ROTC Commandant

AFP officer (regular or reserve) detailed to an institution and designated as head of the ROTC unit.

1st Class Cadet

Second-year advanced course cadet.

2nd Class Cadet

First-year advanced course cadet.

3rd Class Cadet

First-year basic ROTC course cadet who is a COQC graduate.

4th Class Cadet

Military Courtesy

The extension or manifestation of respect for others and recognition of the authority of a senior position.

Salute

Covered (wearing headgear): right index finger touches brim of headgear. Uncovered: right index finger touches near right eyebrow.

Rules for Hand Salute

Executed at 6 paces away (recognition at 30 paces); performed at halt or walking (never running); never salute with anything in mouth; rendered on and off military grounds.

Vehicle and Boat Etiquette

Juniors enter first (lowest rank first) and exit last, allowing senior officers to step out first.

National Anthem Courtesies

Stand at attention facing music/flag and hold salute until final note; vehicles must stop, and drivers/passengers dismount to salute.

Flag Handling Rules

Never let flag touch ground, never dip for salute, never use as drapery, hoist fully with blue field up (blue field right/viewer's left when displayed).

Funeral Flag Protocol

Triangle at head with blue field on right; feet enter transport vehicle first, head enters tomb first.
