LOE/Level of Effort:

number of units of time (days, months or years) that a particular employee (such as Chief of Party), class of employees (such as local employees or host country nationals) or type of service (short term technical assistance) is provided to the project

NICRA

Negotiated Indirect Cost Rate Agreement which specified what fringe, overhead and G&A rates to be used for billing purposes during a given fiscal year (also referred to as provisional rates)

a document which explains how the prime contractor will attempt to utilize small and/or small disadvantaged businesses in executing the project

small disadvantaged business

a small business (defined above) owned 50% or more by individuals classified as disadvantaged (black, hispanic, American Indian, etc.). Women-owned firms sometimes qualify as disadvantaged firms

a budget cover page and summary form

subcontracting plan

a document which explains which institutions will participate in the project by subcontract and why, how they were selected, what percent will be subcontracted to small, small disadvantaged and Grey Amendment firms. The percents become goals which are monitored by the Government and are important to achieve

subcontractor justification

a document which explains how and why subcontract institutions were selected

TCN third country national

an individual who is neither a cooperating country national nor a U.S. national, but a citizen of a Free World Country (Geographic Code 935)

USN U.S. national

an individual who is a U. S. citizen or a non-U.S. citizen lawfully admitted for permanent residence in the U. S. (regardless of where they reside); also known as expatriate personnel
