Employees

If they fear the unknown, don’t see a reason to change, fear for their job security they may be against it.

Time

Having insufficnet time to work through change causes resistance. Things like deadlines, competitors moving into the industry

Organisational inertia

The tendency for a business to maintain established ways of operating. Occurs in stable, conservative busiensses enjoying the status quo of their position.

Legislation

Certain laws can restrict the business from doing the things they want to do.
