Republic Act No. 9163

The formal act known as the “National Service Training Program (NSTP) Act of 2001” established for tertiary level students.

National Service Training Program (NSTP)

A program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components.

Reserve Officers’ Training Corps (ROTC)

A program institutionalized under sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students to motivate, train, organize and mobilize them for national defense preparedness.

Literacy Training Service

A program designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society in need of their service.

Civic Welfare Training Service

Refers to programs or activities contributory to the general welfare and the betterment of life for members of the community, especially those improving health, education, environment, entrepreneurship, safety, recreation and morals.

Program components

Refers to the three service components of the NSTP: ROTC, Literacy Training Service, and Civic Welfare Training Service.

CHED

Commission on Higher Education; one of the lead agencies responsible for designing, implementing, and monitoring the NSTP.

TESDA

Technical Education and Skills Development Authority; an agency responsible for the NSTP specifically in relation to technical-vocational courses.

National Service Reserve Corps (NSRC)

A corps created to be composed of the graduates of the non-ROTC components (LTS and CWTS) who may be tapped by the State for literacy and civic welfare activities.

Citizens Armed Forces

The organization that graduates of the ROTC component shall form part of, pursuant to Republic Act No. 7077.

NSTP Duration

Each program component shall be undertaken for an academic period of two (2) semesters, though a one (1)-summer program may be designed in lieu of this.

Clustering

The grouping of affected students from different educational institutions for NSTP offerings, taking into account logistics, branch of service and geographical considerations.

Basic tuition fees (NSTP)

The maximum fee schools can collect for NSTP components, which shall not be more than $50\%$ of what is currently charged by schools per unit.

PASUC

Philippine Association of State Universities and Colleges; a consulting body for the design and implementation of NSTP program components.

COCOPEA

Coordinating Council of Private Educational Associations of the Philippines; a consulting body for the implementation of the NSTP.

DND

Department of National Defense; the agency that consults on program design and formulates incentives for students taking the ROTC component.

Special Scholarship Program

A program created for qualified students taking the NSTP, administered by the CHED and TESDA.

Effectivity of Act No. 9163

The Act took effect fifteen (15) days after publication, with implementation commencing in the school year of 2002-2003.

Declaration of Policy (Section 2)

Affirms the government's duty to serve and protect citizens, and the responsibility of citizens to defend the security of the state through personal, military, or civil service.

Separability Clause

A provision stating that if any section of the Act is declared unconstitutional or invalid, the other sections shall remain in full force and effect.
