Fluctuate = vary, change, oscillate
(v): To rise and fall irregularly in number or amount. Example: Prices of raw materials often fluctuate depending on global market conditions.
Forthcoming = upcoming, imminent, approaching
(adj): About to happen or appear; available when required or promised. Example: The forthcoming election has sparked debates on social media.
Generate = produce, create, cause

Hinder = hamper, obstruct, impede

Implement = execute, carry out, enforce

Imply = suggest, indicate, insinuate
(v): To strongly suggest the truth or existence of something not explicitly stated. Example: The data seem to imply that further research is necessary.
Incidence = occurrence, frequency, rate
(n): The occurrence, rate, or frequency of a disease, crime, or something else undesirable. Example: The incidence of cybercrime has increased significantly in recent years.
