LTC
Stands for Leave Travel Concession, a benefit allowing government servants to travel to their home town or other parts of India.
Central Civil Services (Leave Travel Concession) Rules, 1988
The specific set of rules governing Leave Travel Concession for Central Civil Services employees, replacing the earlier 1956 HT rules.
Home Town LTC (HT)
A type of LTC that allows an employee to travel to their declared home town, typically available once in a block of 02 years.
All India LTC (AILTC)
A type of LTC that allows an employee to travel to any place in India, typically available once in a block of 04 years.
Continuous Service Requirement
To be eligible for LTC, a Government servant must complete at least one year of continuous service under the Central or State Government.
Children Limit (LTC)
Benefit of LTC is restricted to two surviving children, unless the children were born before 20-10-1998.
LTC Block Years
Fixed periods for claiming concessions; the current 02-year block for HT is 2022-23, and the current 04-year block for AILTC is 2022-25.
Grace Year
A provision allowing the block year to be extended by one calendar year if the LTC was not availed within the original block period.
Shortest Route Rule
LTC travel must be performed within India using the shortest direct route from the headquarters to the destination.
LTC Advance
An advance of up to 90% of the estimated fare can be taken for the journey.
LTC Claim Period (with advance)
The final claim for reimbursement must be submitted within 01 month after performing the journey if an advance was taken.
LTC Claim Period (without advance)
The reimbursement of LTC can be claimed within 03 months after the journey is performed if no advance was taken.
EL Encashment for LTC
Government servants can encash 10 days of Earned Leave (EL) while availing LTC, provided at least 30 days of EL remain in their account after encashment.
Maximum EL Encashment
The total amount of Earned Leave that can be encashed for LTC purposes throughout an employee's entire service is 60 days.
LTC Fraud Penalty
If fraud is discovered, the Government servant is barred from claiming LTC for 02 blocks of 04 years and may face disciplinary action.
Family (under LTC Rules)
Includes spouse, two dependent children, parents, stepparents, dependent divorced/widowed daughters, and dependent minor siblings if parents are deceased or dependent.
LTC Advance Settlement (Family)
When family members travel separately, their journey must be completed within 06 months for the claim to be valid.
HT Change Policy
A government servant declares their Home Town at entry; it can be changed only once during the entire service period with HOD approval.
Excluded Categories
Persons in casual/daily rated employment, those paid from contingencies, Railway servants (due to pass tickets), and members of the Armed Forces are not covered by these rules.
Escort Concession
A handicapped Government servant can claim LTC for a third person to act as an escort, subject to specific conditions.
