Residual Power
The power that remains with a governmental authority after the other authorities have been given specific powers

The legislative power is an assembly with legal authorities that makes lawss for a country nation or city
Judical power
The court judges magistrates and addjudicators and others whom have the power too heasr and make decisions on cases

Powers that only the common wealth can make laws for and the states cannot

Where a country's governing authority is split between different levels of government, such as the federal (national) government, state governments, and local governments, with each level having specific powers and responsibilities assigned to them by the constitution

Prospective - Applicable to the future
Clear - Not ambiguous, understood by everyone
Fair - Applied equally to everyone
Consistent - Stable but still evolvles with societies needs
Reasonable - If a law is unreasonable people wont follow it
Enforcable - If it cant be enforced it wont be followed
