Rule 6 safe speed
Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within adistance appropriate to the prevailing circumstances and conditions.
Safe speed is determined by
the state of visibility, traffic density, vessel maneuverability, background lights at night, wind and currents, the draft in relation to the depth of water.

How to tow alongside
Z pattern with tow vessel slightly astern of the being towed vessel, all members will stand clear of lines and be in cabin while coxswain tensions the line. Max speed is 6 knts.

Small boat probe attack PPR
Respond to COI (scof 1), determine intent and notify attwo with salute report, scof 2 if COI is deemed at and imminent threat escalate to lvl 3 and 4, if out maneuvered call out VPIT wait for SCRAM if react is available and exit field of fire then reengage. Provide attwo updates with allowed. If COI is DIW treat as a floating IED. Notify HPD COAST GUARD. If COI flees do not pursue.
Floating object PPR
Maintain safe distance (50yrds),Report to ATTWO provide SALUTE report, if deemed a threat energize lights and set a perimeter around object wait for react and other assets, monitor safe distance and update attwo, stay prepared to wake wash away from PSB or HVA , once units arrive log everything and maintain perimeter until cleared by attwo.
Swimmer attack PPR
Notify ATTWO with SALUTE report, utilize all available means to contact swimmer and determine intent, mark location of swimmer, if necessary notify HPD, CG and NCIS, if deemed hostile assume blocking position between swimmer and PSB, if deemed non-hostile shadow, be prepared to wakewash and utilize scof lvls to gain compliance and force swimmer out of AOR, if they become compliant have COI remove and drop an suspicious equipment, of triangle is met deadly force is authorized. If swimmer needs assistance provide seamanship like pfd, administer first aid and keep comms open. Only if swimmer is in immediate danger they are allowed onboard. Maintain perimeter between COI and PSB until taken in by HPD OR CG. If swimmer retreats do not pursue. Update attwo, hpd, cg.
