Think:
Awareness → Experience → Skill → Career
Students should move from learning about freshwater to actually doing freshwater science, meeting professionals, solving authentic problems, and seeing themselves in future careers.
That's highly aligned with the job description's emphasis on authentic hands-on experiences and career pathways.
"How would you build a new education program from the ground up?"
Your framework:
Listen → Map → Design → Pilot → Measure → Improve → Scale
Listen to teachers, students, partners and researchers.
Map existing resources and programs.
Design a coherent scope and sequence.
Pilot experiences.
Measure outcomes.
Improve based on evidence.
Scale successful programs.
That answer demonstrates exactly the combination of entrepreneurial thinking + organization + evaluation they're asking for.

Talk about making it easy for teachers.
You could say you'd want to understand:
Their curricular priorities
Their standards
Their scheduling constraints
Student needs
Transportation/access barriers

This is a very good one to prepare.
Think:
Scientist's expertise → educator's translation → student's experience
Your job isn't to turn the scientist into a teacher. Your job is to understand the science deeply enough to translate it into an age-appropriate, engaging experience while preserving scientific authenticity.
