when a bidder submits a bid- what does it mean?

by submitting a bid the bidder represents that:
the bidder has read and understands the bidding documents
the bidder understands how the documents relate to other portions of the project
the bid complies with the bidding documents
the bidder has visited the site and has become familiar with the local conditions
bid is based on materials and equipment and all based on what is in the contract documents without exceptions
the bidder understands the provisions for liquidated damages if any
how are substitutions allowed?

Written requests for substitutions shall be received by the Architect at least 10 days before the date of receipt of the bids.
how can the bidder request for substitutions?

bidder shall submit a substitution request on the Substitution Request Form

if there is NO substitution form provided the request shall include:
name of the material or equipment in the bidding documents
reason for the substitution
compelete description of the proposed substitution, including the name of the material and equipment proposed.

can bidders change their bid before the time specified?
4.4.1
Yes, but only prior to the date and time designated for receipt of bids, they can submit a new bid or withdraw and notice the party designated to receive the bids.
what if a bidder discovers an error in the bid?
4.4.3
if a bidder discovers that, they shall notify the Architect within 2 days, and request a withdrawal of their bid.

a bidder to whom award of a contract is under consideration may request in writing 14 days prior to the expiration of the time for withdrawal of bids and the owner shall furnish information no less than 7 days before the expiration of the bid withdrawal date.
