Why is it important that the law punishes ?

so justice is received and so people do not take matters into their own hands

it helps reduce backlogs in the courts, stops people taking the law into their own hands

How does the law aim to regulate behaviour ?

It uses deterrence - uses harsh punishments to encourage people to change their behaviour
