Legislating power:
The House of Reps must share equal legislating power with the Senate making passing bills hard and requires a lot of compromise.
The House of Commons though sharing legislative power is dominant over legislation having the ability to bypass the Lords completely
effectiveness in passing legislation?
House of representatives often only have a small majority which can lead to gridlock, delay and divided government for example in the 2022 midterms the republicans flipped the house to have a single figure majority.
However due to FPTP, the house of commons is often dominated by the governing party with a post war average majority of 53 seats. Much more effective in passing legislation.
