Legislating power:

The House of Reps must share equal legislating power with the Senate making passing bills hard and requires a lot of compromise.

The House of Commons though sharing legislative power is dominant over legislation having the ability to bypass the Lords completely

effectiveness in passing legislation?

• House of representatives often only have a small majority which can lead to gridlock, delay and divided government for example in the 2022 midterms the republicans flipped the house to have a single figure majority.

• However due to FPTP, the house of commons is often dominated by the governing party with a post war average majority of 53 seats. Much more effective in passing legislation.
