  • All powers not specifically granted to Congress were reserved by the states. Congress had no right to enforce taxes or regulate trade

  • Congress could declare war, borrow and issue money, draw up treaties and alliances with foreign powers etc

  • The British though of the colonists as rebels, not a nation

  • Until the British were prepared to treat them on equal terms the Americans were not prepared to negotiate a peace settlement
