he saw the Truman doctrine as direct criticism of his government, as a threat to his communist control in Europe. - he responded by tightening his control over communist governments

used a new organisation called Cominform, all counties behind iron curtain would meet regularly in Moscow so Stalin could ensure they were following the same policies

stalins response : saw it as an attempt to gain greater influence in Europe - had hoped USA involvement would be limited but this showed it would be long term

saw it as dollar imperialism

believed that countries that accepted Marshal aid would be loyal to the USA in future, felong threateed, clear division between countries that accepted - felt threatened when Hungaey and Czechoslavkia (which wree in the soviet sphre of influence) expressed interest.
