What type of system is this?
One centra gov w/ ultimate authority
Regional/local govs subordinate to central gov
Can be democratic like Japan or Denmark, or non-Democratic like China or Saudi Arabia
Pros: Sensitive to national majorities
Cons: Lots of red tape

A league of independent states
Central gov only has the powers given to it by member states
Pros: Independent states can work together to solve commons problems without giving up their autonomy

Governmental power divided and split between a national and state governments, usually by a written constitution
Both can pass and enforce laws
Both are supreme within their own spheres of authority
Both must consent to constitutional change
Both are indestructible
Pros: Spreads out power, spreads out national income (shares wealth), allows for experimentation, less red tape
