Multiple Casualty Incident (MCI)
Any incident which involves circumstances that suggest it could place an extraordinary strain on EMS or healthcare resources.
First Alarm MCI
An incident involving 10−20 patients requiring 1 Battalion Chief, 2 EMS District Officers, 1 EMS Shift Commander, 5 Engines/Trucks/Towers/Squads, 5 Transport Units, 1 Safety Officer, and SORT 50.
Second Alarm MCI
An incident involving 20−40 patients requiring 1 Battalion Chief, 2 EMS District Officers, 5 Engines/Trucks/Towers/Squads, and 10 Transport Units.
Third Alarm MCI
An incident involving 40−60 patients requiring 1 Battalion Chief, 5 Engines/Trucks/Towers/Squads, and 10 Transport Units.
Fourth Alarm MCI
An incident involving 60+ patients requiring 1 Battalion Chief, 5 Engines/Trucks/Towers/Squads, and 10 Transport Units.
Medical Branch
The division responsible for oversight of EMS operations, including Triage, Treatment/Morgue, Transportation, and Communications.
FRED
Facility Resource Emergency Database; activated for resource tracking and incident management via Syscom/MIEMSS.
Triage Group
The group responsible for initial triage utilizing START/JumpStart and placing ribbons on all patients.
IMMEDIATE/Red
Triage ribbon color and category for patients requiring immediate care.
DELAYED/Yellow
Triage ribbon color and category for patients whose care can be delayed.
MINOR/Green
Triage ribbon color and category for patients with minor injuries, often referred to as the walking wounded.
Expectant/Black
Triage ribbon color and category for patients who are deceased or have non-survivable injuries.
Treatment Group
The group responsible for dividing patient care areas by triage color (Red, Yellow, Green) and conducting secondary triage with tags.
Transportation Group
The group that coordinates with the staging officer, communicates with EMRC/Syscom, and determines patient destinations based on priority and specialty needs.
Porters
Personnel required in significant numbers for the movement of patients and equipment during an MCI.
Morgue
A designated location identified for the holding of a large number of deceased patients.
Region III Health and Medical Task Force
A resource for long-term incidents that provides additional medical equipment, portable structures, and electronic patient tracking.
National Disaster Medical System (NDMS)
A federal resource requested through HSEM to MEMA that provides disaster medical, mortuary, and veterinary care for long-term responses.
Electronic Patient Tracking System (EPTS)
A system used to reduce radio communication and improve patient management; suggested for use in MCI Alarm 2 or higher.
ERWAP
A mobile Wifi device contained in EPTS kits that is capable of a 3 mile range.
