Therapeutic Community Modality
- a self-help social learning treatment model used for clients with problems of drug
abuse and other behavioral problems such as alcoholism, stealing, and other anti-social tendencies.
THERAPEUTIC MODALITIES
an environment that helps people get help while helping others. It is a treatment
environment: the interactions of its members are designed to be therapeutic within
the context of the norms that require for each to play the dual role of client-
therapist.

Retribution
the punishment should be provided by the state whose sanction is violated, to afford the society or the individual the opportunity of imposing upon the offender suitable punishment as might be enforced. Offenders should be punished because they deserve it
Expiation or Atonement
it is punishment in the form of group vengeance
where the purpose is to appease the offended public or group.
Deterrence
punishment gives lesson to the offender by showing to others
what would happen to them if they violate the law. Punishment is imposed to warn potential offenders that they cannot afford to do what the offender has done.
Incapacitation and protection
the public will be protected if the offender has being held in conditions where he cannot harm others especially the public. Punishment is effected by placing offenders in prison so that society will be ensuredfrom further criminal depredations of criminals.
Reformation or Rehabilitation
it is the establishment of the usefulness and responsibility of the offender. Society’s interest can be better served by helping the prisoner to become law abiding citizen and productive upon his return to the community by requiring him to undergo intensive program of rehabilitation in prison

consist of interventions towards the prevention, promotion, treatment of illnesses and rehabilitation.

International Covenant on Economic, Social, and Cultural Rights (ICESCR).
Educational Program (BJMP)
aims to provide opportunities for PDL to achieve mandatory education. ALS classes provided by BJMP or DepEd teachers.
Skills Training (BJMP)
- skills which PDL can use in seeking employment or starting their own business
after release from confinement. TESDA-accredited skills for employment or business.
Livelihood Program (BJMP)
- presents income-generating activities to PDL during their confinement where
they are able to earn for their personal upkeep and for financial support to their
families.
Behavioral Management (BJMP)
TCMP to positively change thinking and behavior.
Interfaith Program (BJMP)
Opportunity to practice faith freely.
Cultural & Sports Program (BJMP)
aims to promote camaraderie among PDL, encourage the development of self-
confidence and sharing of cultural talents as form of positive entertainment.
Paralegal Program
- Its objective is to address the overcrowding in jail facilities.
- PDL are assisted in availing of the different early modes of release.
E-Dalaw
- an alternative to the traditional face-to-face visitation between PDL and respective families. This service enables the PDL to connect with his/her family through a supervised video call and chat.
Human Rights Desk
the main function is to receive complaints concerning human rights violations from PDL
Help Desk
functions as a referral unit where PDL and visitors can lodge their request for assistance concerning personal or family needs.
Refferals for Aftercare
it is limited only while PDL are in custody, Links PDL to LGUs, NGOs, business sector.
Services for Pregnant PDL
- giving of special attention to pregnant PDL to ensure compliance to pre-natal and post-natal care,
Services for Senior Citizen PDL and PDL with Disabilities
-The respective identification cards issued by the local government unit are the PDL’s access key to the different services for senior citizens and persons with disabilities mandated by the Senior Citizen’s Act and Magna Carta for Persons with Disabilities.
Services for PDL with other Special Needs
- members of the LGBT community maybe segregated from the general population in terms of housing to prevent potential mistreatments towards them by reason of their gender expression and other vulnerabilities.
Mental Health Services
- aimed at reducing incidence of mental health disorders and developing positive
coping mechanisms.
- include informative seminars on stress management, psycho-educational
counseling and other supportive psychological group activities.
Drug Counseling for PDL with Substance use Disorder
- process of providing drug counseling using the Katatagan Kontra Droga sa
Komunidad (KKDK) approach.
KKDK-
Psycho‑educational program with 24 modules:
18 modules – completed by PDL in small group sessions with fellow PDL.
6 modules – family participation.
Duration – maximum of 4 months.
Phases in BJMP’s Therapeutic Community
In BJMP’s Therapeutic Community, inmates undergo treatment while in custody and trial, their stay depends on case disposition, and although phases are observed, they may not be fully followed due to the unique trial status of residents.
Phase I- Entry/Orientation Phase
Upon jail commitment, the inmate undergoes exams, is oriented to TC rules, concepts, staff, tools, and hierarchy, assigned to a static group with a “big brother,” and guided gently with light sanctions while learning the program
Phase II-Primary Treatment
After orientation, the resident begins treatment as a crew member, gradually rising in hierarchy while learning to use TC tools, manage feelings, follow rules, participate in activities, build trust, acoping skills, and enhance education/vocational skills.
Phase III - Pre re-entry, in ideal setting
The resident, now a role model with less supervision, focuses on rebuilding family ties, showing leadership in the hierarchy, realizing full potential, and planning for productive reintegration into society.
Phase III - Pre re-entry, in jail setting
the residents will stay inside the jail until their cases are
resolved or they have been convicted and need to be remanded to the Bureau of
Corrections.
Phase V- Aftercare
Aftercare is an outpatient program that requires clients to report twice a week to an
outreach center. They are required to attend group sessions to ensure their
adjustment to life outside jail to reduce recidivism.
