Transnational actors comprised of individuals and civil society groups. They are non-profit entities that work on to advance their interests across state boarders
Transnational Advocacy Networks (TANs)
Seek to persuade, socialize, and pressure through debate and campaigns to change the behaviors of states and IGO’s
norm entrepreneurs
Advance ideas which, once adopted by states, affect their identities and interests. Often operate through NGO’s.
Realist view on IGO’s and NGO’s
For realists, IGO’s are a form in international institutions that allow states to cooperate through common grounds that are difficult to accomplish because of relative gains. For NGO’s they do not matter for they do not hold any material power
Liberal view on IGO’s and NGO’s
For Liberals, IGO’s are a form of international institutions that allow cooperation that rid of cheating since it focus on absolute gains (win win). NGO’s are important because they have shared interests with other NGO’s and the public that states are shared with states.
