Dillon's Rule
A legal principle that local governments have only the powers explicitly granted to them by the state.
Cooley Doctrine
A legal principle that local governments have inherent powers of self-governance.
Home-rule Cities
Cities with locally drafted charters that allow for greater flexibility and additional powers.
General-law Cities
Cities established by state law with less flexibility and generally smaller in size.
Strong Mayor-Council
A form of municipal government where the mayor has substantial powers, including budgetary control and veto authority.
Council-Manager
A municipal government form where the city council elects a mayor and appoints a city manager for day-to-day operations.
Commission Government
A municipal government format where each department is managed by a commissioner, though no Texas cities currently operate this way.
Cumulative Voting
An electoral system that allows voters to cast multiple votes for one or more candidates to enhance minority representation.
Extraterrestrial Jurisdiction (ETJ)
The limited authority a city has outside its boundaries.
Municipal Revenue Sources
Funding derived from property taxes, sales taxes, fees, bonds, and grants used to support city services.
Special Districts
Independent governmental units created for specific purposes, such as public schools or water supply.
Voter Apathy
A lack of interest and participation in voting, particularly concerning local government issues.
Administrative Functions
Responsibilities of local governments including public safety, infrastructure management, and community services.
Texas Constitution
The governing document that outlines the structure and functions of Texas state government, including counties.
Tax Increment Reinvestment Zones (TIRZs)
Areas designated to reinvest property tax revenues from increased valuations back into the community.
