Buy In Contract

a contract for the specific purpose of performing work (buy-ins) for USAID Missions and Bureaus (usually accompanies a core contract)

Cooperative Agreement

an agreement whereby both the Government and the contractor agree to contribute to the overall cost of the project. As a general rule, cooperative agreements are for non-profit primes, and frequently have a cost sharing component

Core Contract

a contract that provides for overall research and project administration which has an accompanying buy-in contract

CPFF Cost Plus Fixed Fee

allows institution to recover all approved costs and to be paid a fixed fee whether or not allowable costs are lower or higher than the contracted amount

CR Cost Reimbursement

similar to CPFF

Delivery Order Contract/Basic Ordering Agreement

these contracts/agreements provide the Government with a vehicle for ordering work in a piece by piece basis (also known as delivery order or task order) after the award is made

Design and Implementation

a contract whereby the contractor first designs a project and then, if the Government decides in its favor, to implement the project as well. (In the past, design firms were often precluded from implementing the same project)

FP or FFP

fixed price or firm fixed price -- a contract budget amount which you bill the client for whether your actual costs fall below or exceed the fixed price limit

Grant

a non-fee bearing agreement which provides financial support to an individual or organization (usually for research). Except by exception, Abt is not eligible for grants because it is a profit-making firm.

IQC Indefinite Quantity Contract

similar to Basic Ordering Agreements/Delivery Order Contracts

Multiplier Contract

contracts in which all indirect costs and fee are recovered using a multiplier which is applied to labor

Requirements Contract

a contract which stipulates the quantity (usually level of effort) to be delivered by the contractor

Task Order Agreement

see delivery order contracts/basic ordering agreements

Time and Materials Contract

a contract whereby Time (labor plus fringe benefits plus overhead) is reimbursed as well as other direct costs (Materials). Usually no loadings (indirect cost of G&A and fee) are payable on Materials (see Cost Proposal definitions below for further explanation of terms)
