Constitutional alteration bill is first introduced into the Commonwealth Parliament
Must pass both Houses
If one house passes and the other rejects its twice with a three month gap, the GG may still approve proposal - deadlock provision
Stage 2 - The People
within 2-6 months of approval bill is presented to voters
Australian Electoral commission sends out yes and no pamphlets
To succeed referendum must achieve double majority
Majority of all voters
Majority of the states
Stage 3 - Governor General
Governor General gives royal assent
