Proposal Stage
Vote for Need. new work proposal (NP) is submitted. Requires a majority vote to proceed and at least five members committing to participate.
Preparatory Stage
Draft a Solution. A working group develops a working draft. They iterate through multiple versions until they agree on the best technical solution.
Committee Stage
Build Consensus. The draft is registered and distributed for comments. Revisions continue until final committee consensus forms a Draft International Standard (DIS).
Enquiry Stage
Global Public Comment. The Draft (DIS) goes to all ISO members for a 5-month review. Needs 2/3rds approval (and under 25% negative votes) to become a Final Draft (FDIS).
Approval Stage
A strict 2-month window for a final Yes/No vote on the FDIS. Again, requires 2/3rds majority and under 25% opposition to pass.
Publication Stage
Release and Review. Minor editorial changes only. The International Standard is published. It is mandated to undergo a thorough review every 3 to 5 years
