New Town Development Authority
An authority constituted by the State Government to acquire, develop, and dispose of land in the area of a new town.
Objects of Development Authority
To secure the laying out and development of the new town in accordance with approved proposals, including acquiring, holding, managing, and disposing of land; carrying out building operations; providing services, amenities, and facilities.
Development Charge
A levy imposed by the Planning Authority or the Development Authority on the institution of use or change of use of any land or building, or development of any land or building, for which permission is required under the Maharashtra Regional and Town Planning Act.
Vital Urban Transport Project
Projects related to Mass Rapid Transport Systems like Metro Rail, Mono Rail, Bus Rapid Transit System, including Freeways, Sealinks, etc. Development charges may be increased to fund these projects.
Lapsing of Reservations
If land reserved in a plan is not acquired within ten years, the owner can serve notice requiring acquisition. If no action is taken within twenty-four months, the reservation lapses.
Development Fund
A separate fund established to credit all moneys received by the Authority as development charge, used for acquisition and development of land reserved for public purposes.
Compulsory Acquisition
Land required for a Regional plan, Development plan, or town planning scheme for a public purpose is deemed to be land needed for a public purpose under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
Acquisition of Land
The Planning Authority, Development Authority, or Appropriate Authority may acquire land by agreement, by granting FSI or TDR, or by applying to the State Government.
Power of Entry
The Director of Town Planning or any authorized officer may enter into or upon any land or building for the purpose of preparing a plan or scheme under this Act.
Authentication of documents
Permissions, orders, decisions, and notices of a Regional Board, Planning Authority, or Development Authority shall be authenticated by the signature of the Secretary or authorized officer.
Delegation of Power
The State Government, Director of Town Planning, Regional Board, Planning Authority, or Development Authority can delegate powers to subordinate officers.
Control by State Government
The State Government may issue directions or instructions to any Regional Board, Planning Authority, or Development Authority to implement Central or State Government programs, policies, or projects.
Dissolution of Authority
The State Government can dissolve a Regional Board, Special Planning Authority, or Development Authority if its purposes have been substantially achieved.
