In 1535 he sent letters to JPs ordering recipients to arrest those supporting the Pope; Cromwell was subtly creating an informal secret police. He also wrote to all bishops ordering them to ensure that all clergy preaches the Royal Supremacy & sent letters to county sherifs to ensure that bishops were fulfilling their duties. He made the sheriffs the watchdogs of bishops.
