THE IMPLEMENTING RULES AND REGULATIONS OF RA 9163 SERIES OF 2021 (IRR)
Section 1 - The constitution states that the main duty of the government to protect the people, and it also states that it shall be the responsibility of the citizens to defend the security and protect the general welfare of the state. Each citizen needs to render personal, military, or civil service.
NATIONAL SERVICE TRAINING PROGRAM
NSTP PROGRAM LAW - RA 9163, act of establishing the NSTP program in tertiary education
It amends the Republic Act 7077, and Presidential Decree 1706 and other purpose. It was enacted last January, 2002
Presidential Decree 1706 - National Service Law
It made the national service obligatory for all citizen and specified it into three parts:
Civic Welfare Service
Law Enforcement Service
Military Service
Republic Act 7077 - Citizen Armed Force or AFP act of 1991
The state shall maintain regular force in times of peace, which can rapidly expanded by reserved armed force in even of war, invasion, or rebellion.
SECTION 3 OF IMPLEMENTING RULES AND REGULATION OF RA 9163
It enhances civic consciousness and defense preparedness in youth, by developing the ethics of service and patriotism while undergoing in any 3 program component. It enhances youth contribution to general welfare.
ROLE OF THE YOUTH/CITIZEN
Promote Civic Consciousness
Develop physical, moral, spiritual, intellectual, and social well-being
Inculcate patriotism, nationalism, and advance involvement in public civic affairs
Annual Administrative and Tactical Inspection (AATI)
Tool designed by the Department of National Defense - Armed Forces of The Philippines (DND - AFP), conducted by the AFP Major Services to annually evaluate the ROTC units’ implementations of the ROTC PROGRAM
Civic Welfare Training Service
Programs or activities contributory to the general welfare and betterment of life of all members of community, or enhancement of its facilities. Especially for: improving health, education, environment, entrepreneurship, safety, recreation, and moral of the citizenry.
Clustering
Groupings of students enrolled at different schools and taking up the same NSTP components. Under the supervision of CHED FOR HEI, TESDA FOR TVI
Cross-Enrollment
System of enrollment where a student is officially enrolled in an academic program of an origin school but is allowed to enroll in other accepting school
Higher Education institutions (HEI)
Universities, colleges, and other educational insitutions offering higher education.
Literacy Training Service (LTS)
Program designed to train students to become capable non-licensed instructors of functional literacy and numeracy skills
Local Universities and Colleges (LUCs)
refers to any public institution of higher learning established and managed by local government units
Major Service Reserve Commands (MSRC)
Units of AFP Major services mandated to develop their respective
Reserve Forces and supervise the implementation of the ROTC
Program as mandated under RA 7077, s-1991 (or the AFP Reservist
Act of 1991)
SECTION 4 COVERAGE
Incoming first year student with any baccalaureate degree program or 2 year TVET Degree
DOES NOT COVER:
Graduate with degree taking another or additional degree
Students who completed 3 NSTP Components but have transferred or shifted to another course/university
CIVIC WELFARE TRAINING SERVICE
