Teacher Performance Evaluation Rubric
A tool scored holistically to assess which level—Ineffective, Developing, Skilled, or Accomplished—provides the best overall description of the teacher’s performance.
Holistic Scoring
A scoring process where evaluators assess the best overall description of the teacher rather than individual indicators in isolation, occurring after each 30-minute observation and post-conference.
High-Quality Student Data (HQSD)
At least two sources of data used by the teacher to develop measurable and developmentally appropriate student growth goals and to monitor progress.
Focus for Learning
An organizational component encompassing Standards 1 through 4 (Students, Content, Assessment, and Instruction) that examines the use of data and lesson planning.
Connections to prior and future learning
The practice of planning lessons that intentionally link current content with previous knowledge, future objectives, other disciplines, and real-world experiences.
Ohio’s Learning Standards
The state standards that must be referenced in instructional plans and aligned with goals, activities, school priorities, and district priorities.
Whole child
Instructional planning that accounts for student experiences, culture, developmental characteristics, background, language proficiency, and individual interests.
Communication with students
The consistent and effective delivery of needs-based learning goals, expectations for mastery, and models of exemplary performance through multiple techniques.
Formative and Summative Assessments
Multiple types of assessments used routinely to measure targeted student learning, anticipate obstacles, and modify instruction to meet student needs.
Student-centered learning
A learning environment where the teacher acts as a facilitator and students are responsible for deciding how to demonstrate their learning and applying knowledge.
Classroom routines and procedures
Established patterns and transitions used collaboratively by the teacher and students to maximize instructional time and ensure on-task behavior.
Cultural competency
A demonstration of regard for student perspectives, experiences, and culture while creating a positive climate of openness, respect, and care.
Professional Responsibilities
A domain including communication with families and colleagues, district policies, and participation in professional learning.
Licensure Code of Professional Conduct for Ohio Educators
The state-mandated guidelines and regulations that teachers must understand and follow to demonstrate professional standing.
Professional Growth Plan
A document used to set, monitor, and reflect on progress toward short-term and long-term professional goals based on data analysis to improve student learning.
Accomplished Level
The highest performance rating where a teacher facilitates student data collection, promotes self-directed learning, and exemplifies leadership beyond the classroom.
Ineffective Level
The lowest performance rating, characterized by a lack of routines, no evidence of student growth, and failure to communicate learning goals or follow district policies.
