What flight time can a pilot log as second in command time?

only when person is

  • qualified in accordance with SIC requirements of 14 CFR 61.55 and occupies a crewmember station in an aircraft that requires more than one pilot by the aircrafts type certificate

  • hold appropriate category, class, and instrument rating (if required) for the aircraft being flown, and the type of certification of the aircraft or the regulations under which the flight is being conducted required more than one pilot

they can still operate as a sport pilot (doesn't require medical certificate)
