Every Messenger is a prophet but not every prophet is a messenger. Think about it like this, every messenger has a new message to deliver but is also a prophet. Not every prophet is a messenger.

Messenger (also a prophet): New shariah (law), new message

Only a prophet: Delivered the message of Allah given to a previous messenger. Or delivered a new shariah (law) if he’s a messenger.
